Civilian employee requeats waiver of Army
claim against him for optional life insurance
payrwants that Army failed to docat froM his
pay from October 7, 1970 through December 22,
1973, in the amount of $254.40. Request for'
uaiver is denied since numrous inquiries by
euployea to :asponalble officials regarding
propriety of auount of deductions indicate
he was aware there was sore quantion as to
the correckness of his pay; aKoo, it would
not be inequitable to require payment because
optional 1ife insurance was in forto during
period when no dedutionA were made therefor.

     Wr, Robert L. Pondren, a civilian employee of the Department
of thc Ar-y, neeks recon'iiderntion or the detervinaUion dated
December 9, 1975, by our Transpoeation ad  Claims Division (now
Clairs Division) denyinq his request for uiver of indnbtednens
to the United States for overpayment of pay in the ,rons arount
of $254.40,

   As was stated in the deterrm.ntion of Dacebor 9, 1975, thu
record shown tnat deductioni for optional life insurance premiums,
watich wern previously in offect, were erroneously discontinued
followin, Hr. Fondren's transfer fron Charloss.on Army Depot, South
Carolina, to the U.JI. Army Forces Southorn Conrand, Canal Zone,
on October 7, 1970,  A nhor tine aftcr his transfer to the Canal
Zone, r. Fondren suspected that the deductions from his pay for
regular life insuranco and optional insurance wero incorrect and
contacted the Finance and Accounting Office and Civilian Peraonnel
Office to assure that both types or insurance wore in force and
tho deductions wore correct.

   The record further indicates that despite assurances from the
Finance and Accounting Office and the Civilian Porsaonrnl Office
that everythin  was In order, ih. Fondren was not satisfiod that
adequate nrounts were being deducted from hiN pay, mince he continued
