          2. Alaska 'lative Clais Settlement Act (ANCSA) of 1971 pro-
             vides that nineral lease revenues are generally to be
         S    istrthucd  as providd  in Alaslka Statehood Act. klaska
             Statehood Act prescribs no specific scheme of distribu-
             tion but merely refers to Alatsa's share of revenues
             distributed under  Ureral Leasin!. Act. ICSA does not
             adopt sclihee of distributicn in effect under Iineral
             Leasinq Act in 1959, when Ala.vke Statehood Act was enacted,
             and  therefore docs not repeal by implication portion of
             16 U.S.C. § 715s which is apparently in conflict with
             Kinoral LeAing  Act.


     The Attorney General of Alaska has asked that we reconsider our
decision, Mratter of Disposition of receipts From Leases of Oil and Gas
Rights 'dithin National Uill.Uife hefuge System, 55 Conp. Gen. 117 (1975).
In that decision, we concluded that receipts from oil and ns leases
on wildlife refu-es created by withdravals of public lands are required
to be distributcd purnuant to 16 U.S.C. 5 715s(c) (1970), rather than
pursuant to the fineral Leanin' Act, 30 U.F.C. 5 181 et Iae. (1970).
Upon consideiration of the arguments of the Attorney General and the
conents  of the folicitor of the Departmen=It of the Interior, we con-
elude that our decision tnust be affirmed.

     Until it was amended in 1964, the Act of June 15. 1935, ch. 261,
I 401, 49 Stat'. 1383, as amended, the statute which prescribed the dis-
position of receipts from. privileges granted on national wildlife

 Reconsideration
Upon reconsideration, decision in 55 Corp. Cen. 117
(1975) is affirned. Receipts from oil and ras leases
on lands within National Wildlife Pefuge System, and
administered by Fish and Vildlife Service, whether lands
were made part of System by acquisition or by reservation
fro  public domain, are required to be disposed of pur-
suant to 16 U.S.C. § 715s (1979) rather thnn rursuant to
Mineral Leasin- Act which generally prescribes disposition
of receipts from leases of rineral rights in public lands.
