 DIGEST:

     Upon request B-182926, January 2, 1976, is
     clarified to indicate that both SBA Regional
     Office and SBA Size Appeals Board found awardee
     other than small business by reason of affilia-
     tions, although on different grounds.


     By letter dated January 14, 1976, counsel for Bancroft Cap
Co., Inc. (Bancroft), requested reconsideration of our decision
B-182926, January 2, 1976. In our decision, we rejected Bancroft's
protest that Propper International, Inc. (Proppdr), had certified
itself in bad faith to be a small business manufacturer of hats and
caps under the applicable size standard.

     Counsel for Bancroft contends that the following statement
contained in our decision is inaccurate and requests clarification.
The statement in question is contained on page 7:

     While the Kansas City SBA Regional Office found
     certain affiliations of Propper and other interests
     which were not reported by Propper to the New
     York SBA, such findings were not sustained by the
     SBA Size Appeals Board.

This sentence was included in our decision as support for our
conclusion that Propper did not act in bad faith at the time it
certified its firm to be a small business for the purposes of the,
subject procurement because the Kansas City bases for finding
affiliation was not affirmed by the Small Business Administration
(SBA) Size Appeals Board. However, the SBA Size Appeals Board
after reviewing the Kansas City Regional Office decision sustained
the latter's finding of Propper's affiliation but on different
grounds.
