DIGEST: Termination of contract for convenience of Government is matter of contract administration for consideration by agency and not our Office. Swiss Controls Inc. protests the termination by the Defense Supply Agency of contract No. DSA700-76-C-0783. The contract was apparently terminated because the specifications were found to be technically deficient. The contract was ferminated for the convenience of the Government, and a new solicitation was issued incorporating revised specifications. Swiss Controls Inc. contends that the contract should not have been terminated as it would have corrected the technical problems at no cost to the Government and as the price of its contract was the lowest price the Government would receive. The resolution of whether a contract should be terminated for the convenience of the Government and the proper payment due as a result thereof are matters of contract administration and, therefore, beyond the authority of our Office.
