MATTER OF: Visor Builders, Inc.--Request for Reconsideration


DIGEST:

    Where request for reconsideration of GAO decision merely
    introduces new facts which fail to clearly demonstrate either
    errors of fact or of law, decision is affirmed.

    By letter dated July 8, 1976, Visor Builders, Inc. (Visor),
requested reconsideration of our decision Acorn Building Compo-
nents, Inc., B-185605, July 1, 1976, in which we sustained the
protest of Acorn Building Components, Inc. against the actions of
the National Capital Housing Authority under solicitation DC 1-1,
Specification 1-75-6 and recommended cancellation and resolicita-
tion of the procurement.

    Visor's request for reconsideration, while introducing some new
facts previously unknown to this Office, has failed to clearly demon-
strate either error of fact or of law in our decision. This failure
to meet the standard for reconsideration which we have recently
reiterated  in Shippers Packaging and Container Corporation--Requests
for Reconsideration, B-184488, January 29, 1976, 76-1 CPD 59 makes
unnecessary further discussion here of the significance of Visor's
newly-introduced evidence. We note in passing that Visor, being an
interested party in its role as the prospective recipient of the award
was twice afforded the opportunity to place documented evidence in
the record upon which our original decision was based.

    Accordingly, our decision of July 1, 1976, is affirmed.
