Sewage sludge disposal is a growing problem be- cause the Nation's sludge volume is *increasing dramatically; it is expected to double in size by 1987. At the same time, certair sludge disposal methods are being phased out, and use of others is being restricted. Also, development and im- plementation of new disposal methods is being hampered for a number of reasons. We made our review pursuant to the Budget and Account- ing Act, 1921 (31 U.S.C. 53), the Accounting and Auditing Act of 1950 (31 U.S.C. 67), and the Legislative Reorganiza- tion Act of 1970 (31 U.S.C. 1152). Copies of this report are being sent to the Director, Office of Management and Budget; the Administrator, Environ- mental Protection Agency; the Secretaries of Agriculture, Energy, the Interior, and Health, Education, and Welfare; Members of Congress; and interested congressional co ittees.
