                  of pay adjustments
DIGEST:
             Pay adjustments under wage schedule upon termination
             of Economic Stabilization Program, for employees paid
             under Federal prevailing rate systems, taust be made
             under FPM Letter 532-63, May 2, 1974, rescinding prior
             regulations and instructions and providing that such
             adjustments must be cfective the first day of the first
             pay period after April 20, 1974, so that adjustments for
             employees under sta-ered pay period basis wiere pay
             periods ben   on MZay 5, 1974, and Hay 12. 1974, must be
             made effective on such dates.

       This matter involves a request fron R. L. Needs, Mfajor, USAF,
  Accounting and Finance Officcr, 1oeadquarters Oklaloma City Air
  Logistics Center (AFLC), Tinker Air Force nase, Oklahoma 73145,
  for an advance decision under 31 U.S.C. S 74 concerning the effec-
  tive date of pay adjustrcuts for e:2ployees paid under Federal
  prevailin:g rate systems, upon term;Aination of the Economlic Stabili-
  zation Program.  The employees in qucaticn work on a staE;ered pay
  period   zacis w;hereLy one group's pay pkeriod began on iay 5, 3174,
  whereas the other .-roup's ,,ay period began on May 12, 117'1. The
  decision will affect approximately 17,800 employees at an estimated
  cost of approxi=ately $100,000.

       The question arose because of the issuance on May 6, 1974, of
  a wage schedule making pay adjustnents for Federal Prevailing rate
  Systems upon tervmination of the Economic Stabilizaticn Program.
  Said schedule stipulated that its effective date was the first day
  of the first pay period after April 30, 1974. 1PM Letter i1o. 532-63,
  hay 2, 1974, stated that eachi Federal wage schedule will be adjusted
  to its prevailing rate line effective the first day of the first pay
  period following the termination of wage controls based on the Lconomic
  Stabilization Act (Pub. L. io. 91-379 as amended) as applied to the
  Federal Wage System schedules, and stipulated that the newly adjusted
  schedules will be effective the first day of the first pay period
  after April 30, 1974. An accompanying CSAF message, DPCMC, R222036Z,
  May 74 stated in paragraph 2 that:

             A question was raised by a command having split
       pay periods concerning the neaning of 'first pay period.'
