           December 23, 1970. 'nasmuch as the regulation requiring
           that uniforms be chan~ed at assimend lockers, applicable
           in Baltimore, was not amended to nermit wearing of uni-
           forms to and from work until that date.

     This decision involves the claim of Mr. *eon C. Johnson for
overtime compensation for preliminarv and postlininary duties per-
formed as a member of the Falti:ore continent of the Federal
Protective  ervicc, Region III, General Servics Administration.
Except insof-r as exolainad below, Mr. Johnsom's claim is identical
to those of the 11 71iards asi7ne- within Re-itn III to duty in the
Washington rnetroolitan area vboae claims are the subject of our
decision B-153549, January 22, 174, 53 Comp. Sen.    (1974).

     In that decision we held that pursuant to the holding of the
Court of Claims in Eu-is L. Env1er v. United States, 198 C. Cis. 331
(1972), guards within Re'ion II are entitled to overtime compensation
for the t'-7? involved in cha ing into and out of uniform at assigned
locker locations prior to February 28, 1966, a which date the per-
tinent regulations were am-ended to permit membfrs of the guard force
to wear th-'ir uniforms to and from work. We fSrther held that
insofar as ,uars  are able to provide avidence that they in fact
performed such activities tiey are entitled uner the Barilor
decision to overtime compensation for the time involved in performing
preliminary and postliminary sEuervisory respcaibilities, in ob-
taining and replacing firearms, and in travelig between assigned
locker locations, gun points and posts of duty. Except as indicated
below our holding in that decision is applicabbe to members of the
guard force within Region III assigned to Balthore, including
Mr. Johnson.
