     Trans Country Van Lines, Inc., reouests review of the settle-
ment certifiate  voich 'llo'd its clai. for additional
transportation char-es on a shipment transoorted under Coveroment
bill of  ading E-62272--by Trous Co'try   an Lines, Inc., from
Fort Eustis, Virgiaia, to Camp Drum, Watertown, New York.

     The shioment here-consisted of steel desks and tables
weighin3. 14,'10 pounds. The shipment was :7nrouted and the record
does not indicate that the shiDer issued :r touting instructions.
Thecarrier  ori..inally billed and was pa  :557.90 based on a
rate of $2.64 ner 100 ounds at a minimmn weiRht of 21,000 counds,
equallin; 0554.40, plus a shipment char'e of $30, plus a bridge
and tunnel char7.e of $0.35 per 100 pounds, eiualling $73.50.
The char2  of,$2.64 was based on mileage n.t exceeding 600 miles.

     On audit,'charges were recomputed based on a distance of
619 miles and a routing which avoided any' bridge, ferry, or
tunnel ciarges.  For this mileage, the rate was $2.74 per 100 pounds
and char-es were computed on a minimum wi7!cht of 21,000 pounds,
equabling $575.40, plus a shipment charze of $30. This resulted
in total charges of. G05.40 and a notice c overcharge was
issued for $52.50 Vbich was set off against funds otherwise due,
the carrier.

     The Movers' and Warehousemen's Association of America, Inc.
(MWAA), Government Rate Tender ICC No. 1-N, Item 290, Note 4
provides:

          When a lower charge results frzom computing
     mileage via a longer route (eliminatinz the use of
     Bridge, Ferry or Tunnel Service) than the shortest
     practical route, such-lower charge will be assessed.
