             under the agency's travel manual based on the FTR.
             The eaployees were originally authorized the lwor
             rate (5 cents per mile) on the erroneous basis tiat
             they wre comitted  to use a Covernment vehicle.
             Under the agency's travel manual thqy wer2 entitled
           -to the higher rate  (9 cents per mile) since they
           were  in a cravel status on temporary duty for over
           15  consecutive days and therefore were not comittod
           to  use a Government vehicle.

      This catter concerns a requOt  by LO authorized certifying
  otficr for an advance docision on the travel claims for 11  s-
  ployas of the Porest Service, Department of Agriculture.  The
  claims sten from a general travel authorization coverinc the
  11 employees and authorizing their use of privately owned auto-
  .mbiles tn perform temporary duty travel with a mileage allowance
  at the race of 5 cents per mile. The enployees claite reimburse-
- Sent at the higher rate of 9 cente per mile, and the Forest
  SOnice recowmmnds approval of the claims at that rate.  The
  tatter was submitted for our decision since allowance of the
  claies would require retroactive nodificacion of the travel
  aSuthorization originally Issued for these employees. It is
  noted that the request for an advance decision lists by -4-.
