          DIGEST

          1. Protester's various challenges to the agency's identification of multiple
          weaknesses in protester's technical proposal constitute mere disagreements with the
          agency's judgments and provide no bases for sustaining the protest.

          2. Request for reimbursement of costs incurred in connection with prior protest that
          was dismissed due to the agency's corrective action is denied where prior protest
          was not clearly meritorious.
          DECISION

          A2 Group, Inc. (AGI), of Miami, Florida, protests the Department of Veterans Affairs'
          award of a contract to West Construction, Inc., of Lake Worth, Florida, pursuant to
          request for proposals (RFP) No. VA-101-10-RP-0037 for construction services in
          connection with gravesite expansion at the Puerto Rico National Cemetery in
          Bayamon,  Puerto Rico. AGI protests the agency's evaluation of multiple weaknesses
          in AGI's technical proposal. AGI also requests that we recommend reimbursement
          of the protest costs AGI incurred in connection with a prior protest regarding this
          procurement.


We deny the protest and the request for reimbursement.
