           DIGEST

           1. Protest challenging evaluation of protester's technical proposal is sustained
           where the record shows that the agency assessed numerous weaknesses that lacked
           a reasonable basis.

           2. Protest is sustained where the agency incorrectly assumed that it was required to
           ignore the passage of time between the agency's initial evaluation and its post-
           corrective action reevaluation with regard to the evaluation of the protester's
           ongoing work and its relevance to the evaluation of system maturity and schedule
           risk factors.
           DECISION

           DRS ICAS, LLC, of Buffalo, New York, protests the issuance of a delivery order to
           AAI Corporation, of Hunt Valley, Maryland, under request for proposals (RFP)
           No. STOCII-09-KOL-0002, issued by the Department of the Army, Army Materiel
           Command,  for a man-portable aircraft survivability trainer (MAST) system. DRS
           challenges the Army's evaluation of its technical proposal, and the evaluation of the
           offerors' prices.
