            I have your letter of June 5, 1982, requ6sting

       eocision of a. question presented as follows:
            The progressive status of Henry D. Bennett,  a
       olerical employee of the post office at Boston, Maess*
       obusette, as shown by the records of this Bureau  is as
       follows:
            Transferred from the War Department as atenogrepher
       at $1800 and bonue of $200, February 97, 1920;
            Realassified as clerk of the third grade, $1600,
      under Act  of June 5, 1920, effective July.1, 1980,
            Promoted to 11700 July li 1920, under the Lotge
      Amendment  to the Act approved March 1, 1921, giving
      Credit for  military service - aSW3 hours;
            Promoted to clert of the fifth grate, $1800 per
       annum, April 1, 1921.
           Base.  upon the rulings by the Comptroller of the
      Treasury  Department dated June Z7, 1919, and April 24,
      1920, that  stenographers came within the category of
      supervisory  officials in offices of the first class
      at  were entitled  to receive not less.than $100 per
      nma   'in excess of the sixth grade salary provided for
      Clerks and  carriere, an order was issued on February 23,
      1921, giving Mr. Bennett  a basio.aalary of $1600 pe
      Lnam  and p800 per annum bonus,  equivalent to .$1800,
      effective from February E7,  1920, the date he was trans.
      ferred to the position  of stenographer at $1200 per ma-
