Acting   cntary  of  Commerce, requesting a decision on the following

questionl

      *(1)  May the coat of  the proposed work on the 35 PRIESIENT CLiVXAND

Fund or any other appropriation?

there be a   objection to  the further amendment of the charter as outlived
abave, and

their preent  partial  use in support of the United States defense effort
and Installations in the  IPacific area be credited to the Vessel Operations
Revolving Fund?.

      The 6. S. fresident Gleveland and   . S. President Lilson are now

adr   Ieeboat  charter to American  President Lines, Ltd., under contract

No. Mk-63,  effective July  2, 1952, and Addendum No. 1 thereto, effec-

tive September 5,  1952, for operation in combination passenger-freight

service L on  trade route No. 29, which has.been determined to be an

essentialforeign  trade route as  provided by section 211 of the  er-

chant garine Act, 1936, 49  tat.- 196    It is stated in the Acting

Secretary' s letter that theme vessels, presently beinp used in support

of the national defense program, urgentty  require the correction of a
