           hnferenc  is made to your letter of December 5, 1972, inquiring
      eoncerning the policy of the Federal Government on pioviding parking
      spaes  to its eqployees. fte basic policy of the     overnment with
      respect to parking of its emplaynes is that ordinaril, it is the
      responsibility of the employee to furnish his own transportation to
      and fro  his place of employment or duty, and if he choosea to use
      his private atmbile   for sach purpose, the Government is under no
      obligation to provide a parking space therefor.' 43 Qnp. Gen. 131,
      13  (1963).

           Hwever,  although the Government is under this general policy not
       rsequred to provide parking fthilities . for sqployees, it may do so in
       its discretion. Tere fel2ws  a brief reviw of the oircumstaes  in
       which parking moo be provided emDpayees.

           Provision of parking facilities for Federal establishments is, in
      genel,   the responsibility of the General Services amiistration (GSA).
      I   Admintar of General Service can to the extent that he deter-
      mines that so doing is advantagsous to the Government in terms of
      eonomy,  efficiency, or service, procure services for the use of
      eeutive   agencies Io the proper discharge of their reaposibflities.
      40 U.S.C. 481 (a).  The deterinatin  whether parking facilities am
      to be provided wder  this authority and, if so, whether ad to what
      extent they thould be allocated to aployees, is made by GA on a case-
      by case basis in accordance with guidelines set forth in GM Order
      P58 7030.24, Vehicle ftking Facilities, April 10, 1970. In making
      thee  detminations,   UA is to take into account the following factors:

            (1) -o  availability and capability of p*lic transportation, an
                the proportion of exployes lily  to use it;
