     She proposed bill would amend section 12 of the Public Bildings
Act of 1959 (73 Stat. 62, 40 U.S.C. 611tas mended, to atherse   the
sqAtion by aA of options to purchas. property,   ad  for other pur-
peoes.  ebsectmes  (a) end (f) of the proposed legslation wuld authorize
th  CIA Admzntatror  to acquire and pay fair and reasonable copesation
for purchas. options for real property whenever he deems such options
euitable sa likely to be needed for purposes of the Public 1IlIAge Act
of 1959.  Waer slattag  authority, GSA cannot pay for a purchase option;

     This is the first time GSA has tonmlly proposed legilation that
weld  perat it to obtain options to purobae real property; bouver, a
bill, S. 2900, which md   have provided similar autterity, me introduced
by Senater arney in Septmber 1969, but no action was taken on this bill.

     Various Federal agendas now have, or have bad, authority to pay for
purehase optisa.1 Among these is the Department of Agrealtura, authorised
by 7 U.S.C. 420so  utilize purcbase options of no arer than -e dollar
