     I hawe your letter of January 29, 1946, as folloas

     Cotract  at lease no. S9 fe-S6 dated September 26, 1935 covers
fiw  buildinge with servants' quarbers and garages located at the
junction of Shrwhai  sad Ninspo Roads In Nanking, Chin. The 2as
ws  made between the Sin Una Trust and Savings Bankj Limiteds as
Usaser, and the Sezetary  of State of the United States of America,
acting by Willa R. Peak, Counsol  of the American Enasy  at
Nanklig, as lessee.  In pursuawe at said contrat,  the lasar
construted  these buiings   for use as office and living quarters
for the American abassy  at Nanirg.  The lease stipulates a rental
of 30O0 yuan dollare per month to be paid In advance canancing on
the date the premiss  are accepted by the lessee as ready for ocai-
pay. The prmises we       aoepted for occupancy on August 28, 1936
a  gvidenced by a cert1fioate of amnmet of the leas      signed
by the lase.  and the lessor. The lase  expires on Awuat 28, 1947.
Both the lease in questi  and the certificate of cam   meient of
sue   were tranmitted  to the Audit Division at the General Account-
ing Office respectively under coer of this Deparmnt  's lettere of
Nowmber  12, 1935 and March 5, 1937.

     Reports receiwd  through the Swi,  who wre  representizE
American interests, indicate that ty August, 1943, tie Japanese had
occupied these premisee.

     Ch September 18, 1945, a contingent of the Americai Ebassy
at Chagking,  China, arriwd at  anking for the purpose of makig
preprations  isident  to the removal of the seat of the Chinese
ooveTment  from Chungking to Nankinc where it is cotamplated the
American Embasey will be located in the not too distant fatre.

     Bcause  of the Japanese occupation and with the passage of
t1ne, toe   buildings have undergmne deterioration. Under the terms
of the lease, the lessor is charged with making sepairs. Caditiais
M    4rafttinally changed since the aifract was entered into, the
most cracil  change being extrme inflation in China.  Inflation
has gonG to such an extent that the lessor is now receiving, in terms
of United States carrscy, between two and three dollars per month.
