    There has bee treeived,  in reply to my letter of Jaguary 22,

1942, year letter of  arch 4, 1942, relative to the claim of the

city of Glenwood Springs, Colorado, for  457.16, as the pro rats

share of the costs of sewer construction charged the Goverzment

o   wnr  of prorty   in that city.

    liriefly, it appears that the city oonstraeted the sewer In a

section knotn as the South Addition containing seventy lte,  of

which four wer  owned by the Gcerneat,   the $457.16 representing

the pro rata cost charged with respeat to the four Govermnent owned

lots*  The olata was disallowed on the ground that the charge was

in the nature of a special assessment an  as such not colleatibb

from the United States.  Your letter of Vecember 4, 1941, repoted

the previously unreporte4 fact that the Forest Servioe had connected

one building with the sewer and that it was probabl& additional

buildings would be connected later.  With the view to considering

tether  azy part of the claim mitgt be for allowance as a charge

for the privilege of connecting with the sewer the building reported,

to have been constructed, it was suggested in my letter of January

22 that information be furnished as to whether the building was a

previously exsting  building or whether it was connected with the
