     I have your letter of May 11, 1940  as followt

     our  commuz  atioa of April 23# 1940 (-9460)  Is at hand,
reUting  to an it   cotained  in the Seond  Deficibnc  Act appreted
May 2, 1939 (h4o We. 61, 7th Cngrees) provIding an additional
sum for The Altsk   Mailroad as folil    '*     inetuding $45,000
for replaceaezt of a warehouse destroyed by fire, $200,000 to 04-
tjnue avilable  until expended

     Upon further consideration of the letter fro* this Department
to your office, dated April 3, 1940, relatia% to expenditure of rail-
read funds in addition to the above mentioned au  of $45,000 appro-
priated, in the conptruction of a warehouse, I am doubtful that this
letter contained a statement of conditios  sufficient to afford the
clear and complete view which it wa  desired to brin4 to the notice
of your office at that time.  Tour attention is therefore now invited
to the following review of oirouastances affocting the case.

     HIt io of course nll  understood that in making necessary oz-
penditures for Tin Alaska Railroad from time to tire, payments have
besn made principally from funds derived from the Railrad's  operations
(such as freight, passenger and express services,  Ste.), which Zinde
have been appropriated yearly  'for every expenditure requisite for and
incident tv the authorised work of the Alasks Railroad * to @on-
thue  available until expended.'
      'Since the estimated revtnusa and other receipts of the Railroad
have not been adequate to cover all necessary expenditures, the
estimates. presnted annually to Gonjress for appropriations hare con-
templated that the amount requested to be appropriated from the freasury,
are avts required in excess of the revenues, ete., collected from time
to time by the Railroad.

      In the case in question, due to heavy loss through the partial
destruction of its main warehouse, located at Anohorage, Alaska, with
nost of its contents, and the urgent need for immediate construction,
of a  building, and replenishment of the store of supplies, an estimate
