     Your letter of July 8. 1937, is as  aollows:

     Referenoe is made to your decision of Jawe 8, 1937  A-86612)
reGardig  thoe employment of 6n inspector in connection with the con-F
struction and equipment of a lighthouse tender and pa  aent of such
inspector's compensation from the appropriation of $15,0    (port of
appropriation of 427,900  under item, Special Projects) provided It
the act of June 22, 1936 (49tat.,,  1618).;

     It'is noted that your decision holds that thi appropriition in
question is not Availble  for the salary of an irpector  either dur-
ins tbp fiscal year 1937 or tbb fiscal yegr 1938; tad note is also
made of your statements to the offeot that, generally, a.construction
appropriation is not available for payment of at inspqetor's  alAty,
but that the duties of such inspectors are for perf&tance  by the
regular persoznal of the particultr department concerned, at  th
saklry constitutes a proper charge against the appropriatiozi vailable
for salaries.

     It is presumed that this view is pre4Icated on the as:ption   that
there is come other appropriation made for the Lighthouse So rice of
this flepartment more qpieifically applicable to the payment of such
services.  Otherwise the rule would seem to be for applicatiov that  'An
cxpress provision of a statute is 'not necessary for every ited of e-
penditure and that where. a appropriation has been made for a particular
object it confers authority to incur expenditures which are incident to
that objedt.v  (4 G.D.478t 6 0.D.91).  (See also 7 0.0.401,402).

     It %s a fact that no provision is made for the salaries of
inspectors on the construction of vessels for the Lighthouse $ervic*
in any of the regular salary appropriations of that Service.  The
regular salary appropriations for the fiscal year 1938 unde  theo__
Bureau of Lighthouses are provided for in the Act of Juno 16, 1937.>
