     There  is returned herewith without countersigntature Indian

Transfer Appropriation  Warrant So. 31, in which it is proposed

to transfer  the sum of $665.B% from the approptiation Indian

Boarding Schoole,  1920, to the eane appropriation with a double

year designation,  i.e., 1923 and 1929, in complianoe with re-

quest of the Seoretary  of the Interior, dated fovednber 30, l923'

as followst

     The Interior  Departnent appropriation act for the fiscal
year ended June 30,  1928, (W4 Stat. 949) appropriated $30,000 for
a new school building  and $0,000  for a girls' dormitory at the
Indian Soarding  Shebol at Cherokee, Nortb Carolina.  Those ap-
propriations were  ineluded in the $3,210,000 credited on the
books of the Treasury  under the title of Iladih  Boarding  ichcols,
198,   symbal T   a8820.

     The. records of the Indian oifico show that iAb5.26 of the
former and P$260.58 of the latter appropriation were unexpended
in the fiscal year 193   cad are needed for expenditure on the
unfinished buildings  during the current fiscal year.

     Inasmuch as the act  of June 23, 1874 (18 Stat. 275) provides
that  moneys appropriated for public buildings shall remain avail-
able until the completion of  the work for which they are appro-
priated, it is requested that  a transfer and counter warrant be
issued debiting  1Indiun Bcarding Schools, 1923' and crediting
'Indian Boarding Schools  1928*19291 with the said unexpended bal-
ances, aggregating $665.84.
