e requested our views as to whether the proposal of
Services Administration to Institute an employee
in  the General Accounting Office Thi4Aing through a
h 081 is legally authorized.


      hle  the matter Is not entirely free from doubt since such
an arrangement is not specifically authorized by law, I am of the
opinion that OSA ander its general authority for buildinge' manage-
ment Ii authorized to enter into such an arrangement with 01  on
the. basis that it is for the convenience and benefit or the em-
ployees of the building as a whole.  Such an arrangement is not
dissimilar to the present arrangements for operation of the cafe-
ters1  vending machines, etc.  Also, I see no legal objection to
a charge to employees for the use of parking facilities.  The
assignment of a parking facility is not a right but a privilege
which can be denied at the discretion of the agency responsible
for the building management-aIn this case GSA.  A charge for a
aking   facility would not be a charge for a right which an. em-
ployee has by virtue of his employment.

     I am not in a position to state an opinion as to whether the
plan wonld achieve the desired objective,
