       I have your letter of Septeber 15, 1941, as follows:

       The  Department of State Appropriation At, 1942, approwd

  its progra  for treining stadente frm the other AsrLaen  republies
  is nather  forasting  teomique.

       Prior t.o the transfer of funds to the Weather Bares, that
  organisation enmitted a plan of expenditures for the approval of
  the Searetary of State whish included a proposed allotment of #6W
  for 'Bonorariume for special leotures 1 With referene  to this
  its,  the isther  iuna  has b eea interet that no obligations
  or expenditures should be incurred, notwithetanding an evideneed
  need in the conduct of its progra, pending the seipt   of a aling
  free the Osral  Accounting office as to the availability of appro-
  priated teds  for this purpose.

       In as nch  as the Appropriation Act in reference suthorises,
  among other things, the payment of cmpam1atioa to professioal
  leaders, it is hoped that your office may find the appropriation
  lauguage suffieiently broad to permit of the payment of honorariums
  to special lecturers fre the funds which have bees made available
  for cooperation with the other American republins.

       I shall greatly appreciate your early decision with regard
  to this matter in order that appropriate dirnetives may be son-
  anisated  to the  sWther Buara.'
