Dear Mr. Chairmn

     This refevs to your letter of May 10, 1973, requestias that we
Investigate a new  report concerning the disemnation   to radio stations,
by Tederal exacative departmuts,  of preracorded news releases, and specif-
isally that v  deterdne  (1) bow many departments and agencies provide pre-
recorded news reports; (2) the contents of the reports; and (3) whether any
Federal statute has been violated.

     In discusiosin with your staff, it vas agreed, as confired  by our
letter of May 30, 1973. that ve would examine late the practices of the
ajor eaecutive departments  and agenties which provide prerecorded nws
reports, and would reviev the contents of the reports prepared by them
during the period Janry   1, 1973, to May 31, 1973.  We reviewed the activ-
ities of a total of 30 departments and agencies, and found that 18 of them
provided prerecorded nea  reports to radio stations as part of their public
information programe.  Ten of the 18 agencies provided aew  reports daily,
while the other eight agencies provided them on a less frequent basis.  The
agenates reviewed are listed in Attachment I.

    Typically,  the radio stations would obtain the prerecorded news reports
by calling the agencis  on designated telaphone line.,  The sews reports
could then be broadcast by a station as they were being received on the
     or  could be recorded for broadst   at a lAter tien.  In addition,
some agencies mailed tape recorded nwe  reports to radie stations.

    The  18 agencis vhich  provided prevecorded news reports prepared
 1,524 reports during the 5-month period covered by our review. We reviewed
 1,462 of these reports, According to agency officials, recordings or
 transcripts of the remaining 62 neve reports were no longer available at
 the tie of our review.

     W held di.scussions with responsible officials concerning the
 84tsline used in preparing  the reports and obtained estimates of the costs
 of Providing prerecorded news ports.   Through our discussione with agency
