To the President of the Senate  and the
Speaker of the House of Representatives

On October 1, 1992, the President  submitted to the Congress
his first special impoundment message  for fiscal year 1993.
The message reports seven deferrals  of budget authority.  We
have reviewed these deferrals and  found them to be in
accordance with the Impoundment Control  Act, 2 U.S.C. § 681
et sea., as amended.

Our only comment regards the  justification for deferral
number D93-2.  According to agency  officials, the
justification is inaccurate  in that a cease fire in El
Salvador is currently in effect.   Therefore, the funds
currently being withheld represent the balance  of no-year
funds available for demobilization  and transition but for
which plans for obligation have,  as yet, not been developed.
Agency officials have informed us that they  expect to fully
obligate these funds during  fiscal year 1993.

Enclosure I provides a list of the deferrals  as reported by
the President.
