Dear Mr. Greg;:

     The General Accountirg Office  recently concluded a s;rvev or :e
Law 7aforcement Assistar.: Administrai   n's                      1-A rogra=, entited
Corrections Initiative:  Experiment  in Restitution.  The obecti:e  a:
the program was to determine  the conditions under which resti:ution wculd
be an effective tool in dealin  with offenders  in the cri=inal  ustice
system.

     We conducted this survey  at LEAA Hieadquarers, at four of the seven
restitution projects included  in the experinent--Atlanta, Georgia;
Boston, Massachuset:s; Denver, Colorado;  and ?ortland, Gregen---nd at
the Criminal Justice Research Center  in Albany, New York.  'e perfor=ed
our fieldwork between Decenber  1977 and March 1978.

     Weaknesses in planning and managing  the experi=ent, difficulties
in implezenting the projects, and  failure to develop sufficien: research
data will prevent accomplishment of  the experiment's objective.  L     i
not:

     --Assure itself that all program  participants were aware of and
       agreed to the prcgram's objective before  the grants were
       awarded.

     --Make sure that participants understood  the =ethods that were
       to be used to achieve the objective.

     -Assure  that the grantees had adeouate procedures  to obtain The
       required staffing and funas.

     --Monitor projects so that ineffective projects  can either be
       provided with assistance or terminated  in a timely manner.

     --Select the progra= evaluator before  project grants were
       awarded to facili:ate :he provision  of technical assistance.
