Institute of Rental Health (IMR).  Alcohol, Drug Abuse, as&
Rental Health Adainistration concentrated on 2te0,s
priority-setting process to  msental health research, procedures
for monitoring research grants, and mechanisms for Aisseeinating
research results. 1Is81s planning  nd priority-setting systes is
not tied into the budget process, it does not recogaise Orgoing
work, and its forwaxd plan does not provide specific log-term
goals and objectives, the Institute should consider ateptiag a
more formal and comprehensive research pleanaag and
priority-setting method than the current method which focsosa
only on new initiatives. There is no lastitate-wide system of
grant monitoring or procedure for crntzolliag the receipt and
disposition of interim and final research reports. as % result,
there is no assurance that  jrantees are parorming research and
reporting their findings 1; accordance with the terms of their
