         Almost $2 million can be associated  with the remodeling
of the enlisted men's dining facility at the  Norfolk Naval Base.
Design errors have caused sizeable increases  in the cost of this
remodeling.  Findings/Conclusions: The Atlantic  Division of the
Naval Facilities Engineering Command did not alwayN attempt to
determine responsibility for tha following design ecrors and
deficiencies totaling more thin '131,000: the architect-engineer
designed the building renovati-. tc accommodate steam
dishwashers when electric dishwashars had been  .ited in its
equipment specifications; ducts in the dishwasher exhanst  system
leaked condensate; and the architect-engineer  did not specify
hardware for eight doors to be installed, and omitted  provisions
for relocating a te]ephone service box which was in a partition
to be demolished. Soveral chanye orders, totaling about $73,000,
did not have sufficient documentation in the ccntract files to
explain the bases for the changes.  Recommendations: The
Atlantic DivisioL shculd determine the extent to which the
architect-engineer is liable for the design errors and omissions
and, where appropriate, recover the additional costs from them.
The basis for each change order should be fully documented to
s:ow why the work is needed and who determined the need.
