GAO reviewed selected travel and leave vouchers in the
accuunts of the C S.S. San Jose to test the quality of
disburaing and related administrative procidores. Entitlements
on 60 of 119 vouchers paid from Poebruary to July 1976 were
examined. Findings/Conclusions: Five travel vouchers had
over/anderpayments totaling $84. Fourteen of 36 leave vouchers
had over/anderchares o' ,rroneous delay enrordte computations.
Fitteen informal inqu.iries were forwarded to th<e disbursinq
officer describinq o:ficiencies and requesting corrections. Pay
adjustment authorizations were requested from the Navy Finance
Center for, the three. travel errors in..the $10 to S25 range.
C:ntrary to regulations, the disbursing officer was not
reviewing the accuracy of leave, proceed, and traveltise
