Authority: Government  Baployees Training Act (5 U.S.C. 4101 (4)),

         a limited study was performed of the use of  tralaing
provided through formal courses to employees at headquarfters and
the Washington field office of the Bureau of Alcohol@ Tobacco
and Firearms  (ATP). Employees and training officials were
interviewed and data obtained to determine utilization.
Findings/Conclunions: ATF reported 4217 employees spent  138,200
hours in training at a cost of $753,000 in fiscal year  1975.
Based on a sampling of 27 employees, the average utilization
rate was 59% compared to 56% for the overall average of five
agencies studied. Those who did not use the training stated that
it was not related to the job or required too much time.
Evaluation forms completed by employees were not always used nor
analyzed by training officers.  Secomsendations: Relevance of
training courses should be evaluated, and the training of
employees viik the greatest needs should be stressed.
Effectiveness of the training should be reviewed. (HTV)
