Dear  Dr. Agairre:

     We  have completed our survey of assistance provided  to
 institutions of higher education for academic facilities con-
 struction under title VII of the Higher Education Act, as
 amended (20 U.S.C. 1132a), the Public Health Service Act,  as
 amended (42 U.S.C. 292), and title IV of the Housina Act  of
 1950, as amended (12 U.S.C. 1749).  Programs authorizeo  by
 the first twq acts are administered by che Office of Educ-1-
 tion and the Public Health Service, Department of Health,
 Education, and Welfare (HEW), respectively.

     The  Eiaher Education Act authorizes assistance  in thp
form of grzts,   loans, and annual interest grants for  the
construction. of higher education academic facilities.   The
Public Her.  - Servi7e Act authorizes assistance in the  Focr
of grants,  Joan gue.:antees, and interest subsidies for con-
stru-tio,  wi-1   ncludes medical libraries; health resea:cn
facilities;  tec.hing facilities for ohysicians, dentists.
pharmacists,  optometrists, podiatrists, and veterinarians;
and schools  cf nursing.

-    Programs  authorized by the Housing Act of 1950 are
administered by  the Department of Housing and Urban Develop-
ment (HUD).  This  act authorizes loans and annual  interest
grants for  the conatruction or purchase of housing or other
educational  facilities such as dining halls, student unions,
and infirmaries.

     Recent studies  indicate that colleges and universities
in the United States  are-experiencing a variety of problems--
which threaten their  programs and, in some cases, their very
existence.  Study  conclusions indicate that institutions  are
faced with  (1) a challenge to tneir programs which is.
heightened by the  condition of the national economy and chang-
ing employment prospects,  and (2) financial problems stemming
from inflation, declining  enrollments, and shrinking nontuition
income.
