Zear Mr. Rbertson:
     Oct July ?5. 1974, Charles Mesher. Frank Pasquier, and Alfred trandt
of my staff set with you and  eters of your staff to discuss suggestions
for improving the operations of the EA Pgion  X Office. This letter is
being sent to En3arize the poInts discussed and confirm the actions
that you plan to take.
     The four points that we discussed at the mneting were as follows:
(1) ecessive  tie  being taken by suppliers In forwarding allotatior
reauests to FEA. (2) lack of documentation suTrting case decisicos;
(3  uneoratllization of ?AP capability; and    excessive allocation
requests returned to the States. These Items are presente-d in '-re
detail below.
EXCESSIVE PrOCESSING TINE

     To obtaa npew or increased allotn ts of fuel In  est cases
wholesale purchasers must first send allocation change requests to
current or prospective suppli rs. Thie sujppliars may ither grant the
requests or submit them to FEA for validation. To Iiit the time the
supplier can  oi4 the requests, FEA has processing objectives for the
supplier ranging from 4 to 20 calendar days, degending on the type of
application.
     We feud  indications that most suppliers have not been forwarding
allocation requests to FEA within 20 calendar days after receipt. The
len*jth of time used by suppliers in processinq 48 selected allocation
requests received through 04ay 31, 1974, ranged from 7 to IT days
including transit time. (Tnly 22 of the 43 requests (46U) were received
by FEA within 2  calendar days after they were subitted by the
applicant (we allowed 7 days for time in transit).
