          Subject: Department of Health and Human Services, Administration for Children and
                  Families: Bonus to Reward States for High Performance Under the TANF
                  Program

          Pursuant to section 801(a)(2)(A) of title 5, United States Code, this is our report on a
          major rule promulgated by the Department of Health and Human Services,
          Administration for Children and Families (ACF), entitled Bonus to Reward States
          for High Performance Under the TANF Program (RIN: 0970-AB66). We received the
          rule on September 22, 2000. It was published in the Federal Register as a final rule
          on August 30, 2000. 65 Fed. Reg. 52814.

          The final rule implements section 403(a)(4) of the Social Security Act which
          authorizes bonuses to high performing states in meeting the purposes of the
          Temporary Assistance for Needy Families Block Grant.

          Enclosed is our assessment of the ACF's compliance with the procedural steps
          required by section 801(a)(1)(B)(i) through (iv) of title 5 with respect to the rule.
          Our review indicates that ACF, with the exception of the effective date issue
          discussed below, complied with the applicable requirements.

          The final rule has an announced effective date of October 30, 2000. The
          Congressional Review Act requires major rules to have a 60-day delay in their
          effective date following publication in the Federal Register or receipt of the rule by
