I Firnt stroDt, N..

Dat Mr. Kirket

le have completed out rmvimw of the Bankruptcy Divinion. An
you know, the Comiqqton on Bankruptcy Lawi of the United Statem
Iaqued a comprohensivev report in October 1973, Since this report
generally includen the mattore covered during our review, we do
.iot intend to innue our report.

We would like to draw your attention, however, to one area which
i# not covered in the Commission'# report-*the need for more meaningful
cost and revenue data.

The Bankruptcy Divition of the Adminitrative Office accumulatem
data on referema' servire ten, nalartis, and expenmes. The diviqion
eAon not, however, comnile this re.venn and cot data by referee office
o0 by type' of procending*-bAnktupt estateq, corporate reorganieantions,
wage earnmrs' plans, and arrangements. Thin System doeq riot alloti for
analyses of coots or revenued by office to measure the offectivenesn
of each referee's oparationn.

Prover accounting and reporting nhould provide fo comparing
oforeo officnv' expensen and vonun with thei' workloads. W
believe that much comoarinons would highlight differences betwen
omf('or officea, which the Artminfltrative Office could analyre for
imnmove'ment. We have discussed this matter with officials of the
Rankruptcy Divimion.

t e thank you and1 you? staff for thn cout tpqtes extended u% during
th couroe of out review&

                                Sincerely yours,

                                Daniel F* Stanton
