Dear Sir:

We are pleased to report that our audit of travel and tem-
porary lodging allowance (TLA) vouchers paid by the accounting
and finance officer (AFO) at your installation for the period
May 1 through 31, 1974, disclosed no errors.

Our prior letter dated November 4, 1971, covering the audit
of vouchers for the period July 1, 1970, through March 31, 1971,
reported six errors for travel vouchers (error rate 2.7) and 23
errors for TLA voucher payments (error rate 82.1).

The findings of our audit indicate that your controls for
travel voucher payments are satisfactory. We were unable to make
a determination regarding TLA payments since we audited only three
TLA vouchers, the total number in the account.

We also examined the travel vouchers of military members for
accuracy of computation of delay en route chargeable as leave and
for timeliness of input of leave information to the members' cen-
tralized leave accounts. This is in addition to the Interim Leave
System examination, the results of which were reported to you by
our letter of October 17, 1972.

Of the 171 travel vouchers in our sample, 17 showed delay en
route. Our examination of these 17 vouchers (which involved 20
periods of leave) showed that all periods of leave were transmitted
for posting with the correct number of days. In the majority of
the cases, the leave periods were entered on the Daily Transaction
Listings on a timely basis after payment was made for the travel,
however, in four instances, input ranged from 14 to 17 days.
