Our review consisted of an evaluation of the administrative procedures and internal controls relative to the receipt and disbursement of funds other than payroll, and included such tests of financial transactions and records as we considered appropriate. We found that the administrative procedures and internal controls were generally effective and that most of the selected financial transactions which we reviewed were processed in a satisfactory manner. We noted certain areas, however, in which we believe that the administrative procedures and controls need strengthening. We discussed these matters with members of your staff who indicated that corrective action had already been initiated in some areas and would be taken in the remaining areas.
