Dear General McLaughlini

     In response  to a complaint from an employee at  Ft. Lee, we have
looked into  the matter of relocating the post headquarters  and
alleged  favoritism in hiring certain employees.

     The complainant's  letter specifically questioned  the authority
for and funding  of the relocation of post headquarters  to Mifflin
Hall and the  creation of two civilian positions.   We found that the
relocation  of post headquarters was properly authorized  and did not
depart  significantly from Army policies and procedures  governing
such projects.   However, there were certain aspects  of the move
that possibly  should have received more attention.  These  matters
were discussed  in detail with members of your  staff who generally
agreed with  our conclusions.  If you would like  to discuss our
review, I will  meet with you at your convenience.

     With  respect to the allegation that you  created jobs for
friends, we  found no basis to support this claim.

     We wish  to acknowledge the cooperation extended  to our repre-
sentatives  during their visit at Ft. Lee.
