    We have completed our review  of the contract paLient c,=e program
oCL Inainn He1alhl JU Lvico (IH) which provides for en rc (f l\ldian
1oflc  Ioci aric in private and community facilibies when health services
cannu  be provided in hospitals  operated by IHJ.  Our work wa; directed
specifically to determining whether  the Portland Area Office gave
adecuate consideration to the use  of hospitals and medical services
of other Federal agencies before  contracting for medical care.

    Our review of Portland Area  Office records has shown that Indian
boneficiaries have made substantial  use of the Public Heal-th Service
H1oo'pital in 'oattle, Washington. Area Office records also showed,
hao'ver  that inirequexn. use was being maue of military and Veterans
Adinistration   (VA) hospitals. We  noted that additional opportunities
exist for indian patients  uo use suci Governmiient operated hospiLals as
UfniCocy Island Naval Hospital, 6ak Harbor, Washington, and VA hospitals
in dnukone and Vancouver, Washington.   Area Office comments provided
on thuse L.atters ana actions taken as a result of our review are
u.uanarized in tue folloing  )arajrnphs.
