     We have arveyed the mangemt cotrols over the scientifie
use of general purpose coutiers at Ames' central cmputer facility
and identified three areas which we believe warrant an agmnt study.
In our opinion, revisions ad strengtheniag are needed in these aereas
to ensourage the efficient use of computer facilities end to ensure
that the eapter  facilities are used only for properly approved
purposes.  Xvrerly, these problem areas are:

     1.  The preut  method or charging users does not set as an
         effective control over the use of computer time.
     2.  Canputation Division proetures are not now sufficient to
         prevent computers fra being used on Jobs for which time
         has not been approved.

    -3.  Puteaares for requesting computer time do not ensure that
         a proper level of mangemnt  approves the requests,

Our coments  on these areas, together with our reconendations for
correetive action, are discussed in the tbflowing sections of this
Meort.



     Chargi   users for actual computer time used is widely recoganied
as an effootive and desirable control over the use of computer time.
     At Ames, research progafs are charged for eqputer time through
allocations of the central coMuter fooUty's  easts.  However, these
charges do not act as an effective control over the use of computer
time because (1) they are not based solely upon use of oputer time,
