       Dear Mr. Attorfey General t

            tae reviewed selected administrative operations of the United States
       arshals  Service, Department of Jostice, Whington,  D, C., and the
       United States marshal (UM)  offices in the judcial districts of Maryland,
       nassachusettuf and Washington Western.

            Our review, which included an evaluation of the Department' a travel
       poliies,  shoved that opportunities existed for the Department to reduce
       the cost of USK operations by lowering the mileage reimbursement and per
       diem rates paid to USMs and deputy USMo. Our  review showed also that
       overpayments of per diem were made to deputy USis and should be recovered.
       These matters are discussed below and are being brought to your attention
       for appropriate corrective action.

                                          UATE

            The Department reimburses USMs and deputy USts for use of their
       privately owned automobiles (POAs) at a rate of 10 cents per mile regard-
       less of the number of miles driven,  According to the General Services
       &ainistratiotn (GSA), the cost per mile of operating interagency motor
       pool (IMP) cars decreases as the number of miles driven increases. The
       Department can achieve savings in travel costs incurred by USMs and
       deputy USMs who use their POAs by establishing raimbursement rates which
       decrease as the number of miles driven inease.

            Many of the duties  such as serving sumaness, wrts  and other court
       orders, making arrests, transporting prisoners, seising property, and
       protecting the lives of defendants and witnesses, performed by U4s and
       deputy USMs require considerable travel., During fiscal year 1969 about
       700 UM0a and deputy USDs in 86 jadicial districts, located in the conti-
       nental United States except for the District of Columbia, traveled about
       13.6 million miles for which they were paid about $1.6 million. The
       average mileage traveled by these USMs and deputy US2s was 1,80 monthly,
       and 22t200 annuallyt  The average mileage ranged from about 380 monthly
       and 4,560 annually in the Now York Southern district to about 4,010
       nthly   and 40,120 annually In the Texas Southern district,
