          Dear Mr. Bacon:

               We have completed a review for the settlement of accounts of
          the certifying officers of the Office of International Operations,
          Internal Revenue Service, Treasury Department, through June 30,
          1967.

               Our review was directed primarily toward evaluating current
          administrative procedures and controls related to disbursements
          for tax refunds and related interest payments and included such
          tests of financial transactions as we deemed appropriate.

               We found that the administrative procedures and controls in
          the Office of International Operations were generally satisfactory,
          and our tests of the financial records disclosed no significant
          discrepancies.

               In accordance with section 13 of Title 8 of the General
          Accounting Office Policy and Procedures Manual for Guidance of
          Federal Agencies, the records of financial transactions through
          June 30, 1967, may be transmitted to the Federal Records Center
          for storage in accordance with your approved records retention
          and disposal program.

               We wish to acknowledge the courtesies and cooperation extended
