     We have completed our  udit of civilian payrolls at lickam Air
orea   ase  1ahosii. Of the 1,911 civilians paid by the Civilian
r-yroll   fice* a random  omaple of- 100 employees was selected for review.

the period October 18, 1970 through O.ctober 16, 1971. Our review included
an examination of the accounting; and internal controls used to ensure
that payroll functions are dischargcd correctly and in coipliance with
the requiroments of applicablc laws and regulations.

     The individual pay and allow:ance transactions examined were
fnerally  handled in a caticfactory manner.  The procedures and control;
to ensure proper within-grac  incrceaso, other permanent changes,
severance payments, and pronium payonts  were adequate.

     We noted the following orrors which were discussed with members of your
staff during the audit.

     1.  Erroneous severance  y-non'- documents for five employees were
         forwarded to the Civilian 2ayroll Office for payroll procesing
         after the Directorate of Civilian 2ernonnel's indopendent
         roview procass.   hc-c eerrors, which should have bean detected
         during the independuit revioN proces,  appoared to be the
         result of caral   ;,tenes.

     2.  One employo  wasi undc 'aild -2.^4 because his night work hours
         were not properly ex:tended. Wle were told that corroctive action
         has been initiated.

     3.  One omployee wan overpai' $9.36 for Sunday premium pay when
         he was on sick leave.  Uo  ure advised that corrective action
         has bean taken to collect the overpayment,
