         Dear Mr. Bjorneik:

              We have reviewed the operatioes of the Neighborhood Health
         Services Program, a project operating in Rochester, New York, Maed
         by the Office of E  a.    Opportunity under the Caprehensive Bealth
         Services Program.  During this review-which  covered the period fra
         November 1967 threagh March 197X--we obseuved that although the proj-
         ect was serving a substantial meuber of persons, the project had
         several shortran     which have precluded it frem fully meeting its
         goals and the progran's objectives.

              We were assisted by medical specialists from the U. S. Nablic
         aealth Service, EER, who evaluated the quality of medical care pro-
         wided by the project and the adequacy of patient medical records.

              The purpose of this letter is to bring cur findings and observaticons
          to your attention so that appropriate corrective action can be taken.
          Same of the findings are similar to those included in two recent reports
          to the Congress ca cur review of the Neighborhood Health Services Pro-
          gran for the poor admiuistered by St. Lake's Hospital Center, New York
          City (B-130515, June 15, 1971), and the Southern Monterey County Rural
          Health Project, ring City, California (3-130515, July 6, 1971).

               From June 1967 vbes the project was initially approved by (EO
          through July 31, 1971, (ED had made grants totaling about $6.1 million
          for project operatices. An additional grant of about $1.1 million was
          approved by 0M0 for the year ending July 31, 1972. The project seeks
          to demonstrate how the resources and capabilities of a major medical
          schol--iversity of   Eochester--and a large county health department--
          NHeroe County--can be ccmbined to deliver comprehensive, high quality,
          family-oriented health services to a target population of approx.imtely
          L2,0001 paor pe rsons.

               During &t - first 3 progran years, tha project generally succeeded
          in involig   trget-area  residents in its planning arnd operation. It
