It is with a certain sense of temerity that we address the subject of lessons Europeans can learn from recent U.S. banking experience. When the bills are all paid 30 to 40 years from now, the U.S. will have spent perhaps $500 billion to pay for failed savings and loan institutions. And, in the past 3 years, about $25 billion has been spent by the deposit insurance fund to resolve almost 600 failed commercial banks and savings banks--an amount that has virtually wiped out the fund's reserves. U.S. banks that already pay the highest deposit insurance premiums in the world may have to pay even more to recapitalize the Bank Insurance Fund.
