     Dear Mr. Chapman:

          Ve have reviewed the Immigration and Naturalization Service's
      (INS) progrnm for naturalizing permanent recident aiens. Our review
      identified several areas in the IES citizenship education program
      and in the procedures for processing naturalization applications,
      where improvements are needed. We performed our review at the 11G
      central office in Washington, D.C. and at INS district offices in New
      York and San Francisco. Our review included 4n examination of the
      INS program for promoting citizenship education and INS procedures
      for determining an lien's qualifications for citizeaship.

          INS does little monitoring and promoting of citizenship education
     programs as authorized by Section 332(b) of the Inmnigration and
     Nationality Act of 1952, as amended. A more active role by INS in the
     education area cou3d have a positive effect in influencing more of the
     over i.1 mini ion resident aliens in the United States to apply for
     citizenship.

          Federal regulations (8 C.F.R. 332b) require INS to cooperate vith
     appropriate authorities or organivzations in estalish5ng citizenship
     classes, and vherever rpractieal , to visit such clssen. The regulations
     a) so state that INS should mae avail    the nameifs and ieiiress': s of new
     aliens to  ccn1l publie schools for the purpose of intvestIn; oppicants
     in attendina;; ci ases and to providea the::1 vith frec text'ooks.
