   Gentlemen-

         This is in reply to your  letter dated December  19,
    1978, requesting certain documents  and information
    underlying a Settlement Certificate  dated July 21,  1978,
    issued by our Claims Division  [Claim No. Z-2621106(l)].
    In the settlement the Claias  Divisia- disallowed a  claim
    for $2;844 filed by your client  &  L Freight,  n     in
    connection with damage to  a shipme-it-toving under
    Government bill of ladig   (GIL) No. K~5115917, issued
    September 19, 1974.

         In your letter, you rely  on the Freedom of Informa-
   tion  Act, 5 U.S.C. § 552, 4 C.F.R.  81 and the Federal
   Rules  of Civil Procedure  in requesting copies of certain
   documents.

         While the General Accounting  Office is not subject
   to  the terms of the Freedom of  Information Act, it  is
   our  policy to m-.ake the fullest possible public disclosure
   of  records anc iomat   ion  con. tnt with or funct ion
   and  to the exte~nt riot prohibited by law.- Our regulations
   pertaining  to Public Availahility  of General Accounting
   Office  Records appear at 4  C.F-R. 81 (1-78).  WJe will
   regrard vou-r re-ucst as avin :- >enn  <: purswant to  those
   regulations.   The Federal Piles  of Civil Procedure do
   not  apply to the Ceneral Accounting  Office.

         Your first request is  for documents showing the
   present  whereabouts of  -r. Merrill Hall, formerly
