       Dear Mr. Scott:

            This is in response to your letter of November 20, 1978, requesting
        that this Office reconsider and reverse its decision on your claim for
        retroactive pay, Matter of Edward M. Scott, B-192099, November 8, 1978.

            This Office will entertain requests for reconsideration where a
        material-mistake of law or fact is alleged. Your letter merely
        expresses general disagreement with the outcome of the decision.
        Thus, no basis is presented for this Office to reconsider its decision
        to you of November 8, 1978.

            You also request that the decision in this matter be signed by the
        Comptroller General and published. We do not understand the basis for   A
        such a request. The Deputy Comptroller General has been delegated the
        authority to sign decisions of this Office pursuant to 31 U.S.C. 42
        (1976). Thus, if it is your intent to challenge the finality of the
        decision on the ground that the Comptroller General did not sign the
        decision personally, you are informed that the decision is as binding
        as it would be if the Comptroller General had signed the decision.
        See 31 Comp. Gen. 596 (1952). Finally, concerning your request that
        the decision be published, we assume that you intend that the decision
        be made freely available. Decisions of the Comptroller General are a
        matter of public record and may be obtained by individuals upon request.
