    ELMER B. STAATS,  COMPTROLLER GENERAL OF THE UNITED STATES

                            BEFORE THE

         61 HOUSE COMMITTEE  ON SCIENCE AND TECHNOLOGY

                                ON

H.R. 4461, THE NATIONAL  SCIENCE POLICY AND ORGANIZATION ACT OF 1975


Mr. Chairman and Members  of the Committee:

     I am pleased  that you are continuing hearings on national

science policy and organization.  My testimony last year was

concerned with historical  perspective, philosophy, and per-

sonal views developed during  a number of years of involvement

with this subject  in the executive branch and for the past

nine years as Comptroller  General.

     The current hearings  are directed at more specific pro-

posals. The Chairman  and the ranking minority member of the

Committee have  introduced H.R. 4461 in the form of an omnibus

bill that attempts  to capture many proposals advanced in pre-

vious hearings as well  as from the work of the Committee's

excellent staff.   I shall address my testimony specifically

to the major provisions  contained in the four substantive

titles of the bill.
