          COMPTROLLER GENERAL OF THE UNITED STATES
                         BEFORE THE
          SENATE COMMITTEE ON GOVERNMENT OPERATIONS
                             ON
               SENATE BILLS S. 765 AND S. 937
               CONCERNED  WITH ESTABLISHING
             A NATIONAL CENTER FOR PRODUCTIVITY
                 AND QUALITY OF WORKING LIFE


MR. CHAIRMAN AND MEMBERS OF THE COMMITTEE:

      I am pleased to respond to your invitation  to testify on

the two revised bills--introduced respectively by  Senators Percy

and Nunn--each of which would  create an independent Federal

center to promote improvement  in productivity and the quality of

working life.

      Let me  say at the outset that both of these bills make a

landmark  contribution, and that either one as now written is a

significant  improvement over the current statute establishing

the  National Commission on Productivity and Work Quality.     7

       It is my understanding that you would like us to offer

 our views on the key provisions of the two bills, and especially

 to comment on their differences where we have a useful opinion.

 In order to do this systematically, I would like to compare the

 provisions of the bills in respect to:
