In the past fcw months we have given considerable thought to this general ubject and I have testi- fle before the Joint Study Committee on Budget Control, the Senate Government Operations Committee and the House Rulc Connittee. ,35efV- At the outnet, I wish to state that we strongly support the objectives and principles embodied in 1. 1541. We believe that enactnent of a measure along the lines of this bill would represent a m'ajor and greatly needed step to strengthen congressional codtrol over the Federal budget. Having followed the work of the House and Senate closely during its consideration of this matter, I know of the great effort required to bring the proposal to its present stage.
